Damp rafters

Afternoon! Been up in the loft to board it and these rafters are damp to touch.
I don’t think it’s a condensation issue as there are tiles missing, so plenty of fresh air wafting about.
Any thoughts on whether this is a major issue that’s needs sorting or any remedial action I can take, apart from a new roof.
In the process of sorting the gaps between the tiles so hoping this will rectify it.
Thing that’s confusing me though is, where the rafters are wet, the tiles are sound and no water ingress in that area.
Any thoughts?

That’s quite possible. There are different tiles up there, bit of a bodge job (not me). Thought for the day is: leave or so something about it?
