Damp rising damp? Dpm? Dpc?

Hi good morning.. wondering if you can help me.. I am struggling with high humidity in my ground floor flat.. and mould on furniture.. no matter what i do i cant keep the humidity down.. it goes down when the windows are open but when shut it just rises straight away. contractors tell me apart of My dpc was under the soil. And had black mould inside going up my wall.. it was cleaned But the property inspector says everything is fine. I have Environmental health on the case who tested my walls.. and suggests rising damp because of how high the readings are at the bottom of the wall. But property inspector checked and said there normal.. all of my windows have a gap when pushed on the window when closed which are very drafty but property inspector tells me its normal.. can any one look at the pics and tell me everything looks OK or if something sticks out thank you stacey

The air brick is close to ground level, rain could enter under floor and increase humidity .
Do you dry clothes indoors ?
Photos of building including roof level would be of more use to access problem.
