The pipe in the floor were my toilet goes into is clay with a cement plug holding it in. The cement plug allways seems damp is there anything i can do to fix this without digging it up ?
First you need to check that the pipe run is clear of any blockages, as a matter of course.
Beyond that, you will have to carefully scrape away the cement flaunching that is damp, as deep at you can within reason, dry it off (hairdryer springs to mind), and squirt some silicon down the gap. Let this set and keep an eye on it to ensure no moisture is capilliaring it's way up, then mix a bit of mortar up to fill it up and make it look like you've "had the man in"
