Damp ugly retaining wall - what to cover with?

We have a terraced garden, previous occupants of the house did the work with concrete breezeblocks. As far as we can tell there was no damp proofing between the earth and the bricks, there are no drainage holes or anything so the result is a pig ugly wall with damp black patches all over it which really is an eyesore. We would like to hide this wall somehow but we are not sure what to do. Rendering obviously not an option as the wall is so damp. Also not an option really to dig down and put a DPC in as the wall is approaching 2 metres high - steep garden!

Any ideas much appreciated!

A six foot high retaining wall is frightening. If this has not been built with any guidance or professionalism then I don't envy you. Post a piccy please?
