Dashing over old worn out dash

I'm going to dash my walls over existing worn out dashing and wondered if I can use a 8mm coat of krend dash receiver without base coat.
Can I just remove old pebbledashing with a shovel, seal with a bonding agent then apply dash receiver and dash.
Any advice appreciated.
