dead leg

I'm currently renovating my bathroom and need to modify the pipework to the new washbasin. Unfortunately I cant physically reach so me of the exisiting pipes and am planning just to end stop them and reconnect the hot and cold water pipes at another point that is more accessible. This will however result in a 'dead leg' of about 50cms which will still contain water but will not be flowing - if you know what I mean.

Are there any problems with this i.e could the water in the dead leg become stagnant over time and affect the quality of the drinking water?
