I have a dead Technika LCD32 209, when power is applied the blue led comes on, press stanby button goes off then aft a few mins, blue led flashes, any idears.

I would say that, as the blue LED flashes, it can't be dead.
I'm glad you aren't my doctor!
If it's faulty, take for repair. There are no user serviceable parts inside and some high voltages that could do you harm.
