Decoarator's Caulk and Flexible Gap Filler - Difference?

Can someone explain what the difference is between decorators caulk and flexible gap filler?

For jobs like gap filling in skirting boards I've always used flexible gap filler.

If there is a difference, when should I be using caulk over flexible gap filler?

Any replies much appreciated.
