I need to seal between bottom of skirting & floorboards before laying new carpet. I was thinking decs. caulk would be ideal. However there seems to be a massive difference in price range (99p to £3) for a tube. Is it really worth getting the more expensive one that will never be seen as it is really only draught proofing (fitted carpet does not seal completely). Or can someone suggest a better method. Thanks.

I've used the cheapo cheap stuff and for painting over it has been crap. Meduim priced ones are ok for 'low level' things such as skirting.
For what you want it for I would go for a medium range priced one as you will not be painting it but it should stay intact and flexible to allow for minor expansion/contraction.
 
From a decorating perspective, my favourite caulk is Everbuild 125. If you shop around, you can find it for about a quid. I find it smoothes nicely and is less prone to crazing under emulsion.

It the main objective is draught proofing, I would use minimal expanding foam and then cut away the excess if the gaps are more than about 4mm.

If you already have gripper roads in place, watch your knuckles, those things are evil.
