Depends on what you want to do and to what level of complexity. AUTODESK would be best but its megabucks. IMHO VISIO is pretty good but its £180 from Senor Gates. You can do a reasonable (but more time-consuming) job with PowerPoint. You could look at OpenOffice.org the DRAW package. Think thats your free option..
