Did Mortar Tone Cause Crumbling?

A couple of years ago I re-pointed the patio. But the mortar I used has crumbled as in the photo. I used a mix of cement sand and mortar tone. It was either 30-1 or 40-1 tone to mix. Has the mortar tone caused the mortar to crumble like this? Did I mix it wrong? Maybe I should have used more cement in the mix?

If so, what should I use? I wanted to match the existing pointing which is a buff yellow colour.

I think I did use building sand - I must have. I probably used a 4:1 cement sand mix.

That's your problem then. It's too soft, you should have used a sharp sand
