Dishwasher water level

I have been using this Bosch Dishwasher (FD 7502) today. I noticed that the heating element is not under water, which I thought it should be.

It has been on its back for a couple of weeks (I got it used). I don't know if this could affect it.

When filling, it takes in some water, then pauses, then takes in some more.

Is there a way I can check or adjust the water level?

It seems to get hot and steamy in use, but presumably this is from the spray falling on the element.

I have been rinsing it out because it got quite foamy, I assume this must be because I was cleaning round the door seals earlier with a stiff brush and washing-up liquid, which must have got into the chamber.
