Disturbing gushing water from projecting pipe outside apartment block.

I live in an apartment block (3 years old). There is a pipe projecting out of the lawn that gushes out water every 15 minutes. This splashes onto the pool of water that has accumulated by the wearing down of the grass on the lawn. It is very disturbing at night to have this gushing noise every 15 minutes. Does anyone know if this should be happening or is it a fault?

It doesn't sound right to me but surely it would be better to ask the landowners or your water board rather than expecting an online community to make guesses especially without any pictures.

That's the trouble with apartment blocks. These things never used to happen with blocks of flats.
