diverter valve

I have shut my heat only boiler down for the summer by turning the programmer to the off position ,I do not us the boiler for hot water.
I had to go up to the loft and while up there checked the heating plumbing,
I found the diverter valve head very hot , should the valve require power when the boiler is off ? not only is this a wast of electricerty I also feel there could be a fire risk. the valve looks like a blue B G one.

it will sit in its last position, so yes it is using a tiny amount of electricity by being in the heating position, but it wont catch fire, or at least it shouldnt. Just turn the hot water on for 10seconds and it will move over to its rest position.
