do electricity meter dials turn when there is no load

Hi all,

Given the current state of energy prices, I have started to take regular meter readings to improve accuracy of bills and also to try to make cutbacks in non-essential energy use.

I switched off the main switch on my CU and the main horizontal dial on the meter was still rotating (slowly, but rotating).

My question is whether this is normal or should I phone up my electricity company?

No it should stop altogether.

There isn't another CU off that meter or anything daft like that is there?
 
another question would be time how long it takes to do 1rpm, and does it state on the meter how many rpm per KWH?
