The position of the plastic handle suggests it is turned on. It is not capped, so why to water flooding out? Those plastic handles often break - perhaps it is turned off and the plastic handle just spins?
It's probably just corrosion from condensation - the pipe/ fitting being colder than the air around it and nothing to worry about. If the hot outlet isn't needed, it might be a good idea to fit a cap on it, to seal it properly or even have the pipe cut back to its source. Not many / any machines need an hot fill these days.
