Does a WC 'have' to have a fan extractor if no window?

Does a WC 'have' to have a fan extractor if there's no window in the room (it's an added WC to the corner of a Victorian house)?

As above and the fan is to have a 15 minute overrun and is either controlled automatically or manually. It would be appropriate for fans to
be controlled by the operation of the light switch.

An air inlet should be provided, e.g. a 10mm gap under the door.
