Does maximum fence height include trellis?

I note that the maximum height of a fence is 2m without PP (highway/listed exemptions don't apply)

However, does that include trellis?

In other words, can a fence be built 2m high then trellis added to the top [thereby making it taller] without requiring PP?

2m is the maximum
if no one is bothered then no one will complain and no one will know
as an aside if you keep the trellice to 2m the plant attached can be higher as long as its neat and maintained to not draw attention
in other words hedges and shrubs can exceed the maximum height
