Does this mortar look OK?

I just had a look around the side of my house that faces into my neighbours garden, as there was some dodgy looking mortar on the corner of the wall that I could see from my garden. I’m not really sure what I’m looking at , but the top right part of this wall looks a bit washed out, and there is a weird dark line down the centre of the wall with a bit of white efflorescence . Is there anything here that needs attention? The first photo is from my garden, the rest are of the side of my house from the neighbours garden (houses are staggered). There's also a hole that might be a weep vent ? Not sure what it is.

It needs selectively chiselling out and patching up, probably not bad enough for a full re-point.
Are the bits that look like they're missing mortar something that will compromise the structural integrity of the wall or is it just cosmetic?

On their own - no.

Largely yes. If the very worst bit of the rubbish pointing, occurred over a large % of the wall, then I'd be concerned.

It looks to me like typical batched site muck (rich in additives - lacking in cement) and a few small zones have broken down. I would not bat an eye.
 
New house, strong ready mixed mortar and strong frost resistant bricks and a cavity wall. It will see you out before needing any attention. Purely cosmetic.
