If the council had better CCTV, they would have been able to get the numberplate of the car the dog walker was taken there in. As it is , they have obviously cut corners and saved money on a system that's worse than useless.
What if it had been somebody murdering someone or dumping a body?? " Police are looking for the owner of a blue Kia. We don't know the registration number but the man had blue jeans on..

someone will recognise the dog - it's distinctive with a limp. the vet or a neighbour will shop him, and yes, he needs to be tortured, not prosecuted.
