Dormer extension under PD

I would like to utilise my roof space at the front of the house with a full length " Dormer style extension, It will be approx 9 m long x 3m wide and is way less than 20% of the existing habitable area, will this be acceptable under PD.

If the front of the house faces the highway, it would not be P.D.
