Down stairs Tolilet sounds like a fog horn when flushing

as title can anybody help me with this when ever someone uses the tolilet there is a really loud fog horn sound

Craig, firstly it's a toilet, not tolilet. Next I suggest you start by changing the diaphragm on the filling ballcock, it's probably that.
