Downstair extension - toilet under the stairs and electrics and gas

Hi thanks for looking, as part of our downstairs flat roof extension we need to move the downstairs toilet, and the most logical place is in this section (see pics below) next to under the stairs. I like this idea as it has a window already and the only other option to put in a utility but it will have no outside window. When the guy was doing the designs he said that the electric could be a problem as the circuit board would be better further away, and then there is accessing under the stairs etc etc. Therefore, I am thinking shall I get a quote to get all of the under the stairs cupboard tidied up in terms of the gas and electric being right at the far end.

Basically I am wanting to fit a downstairs toilet in that small space and the electrics could cause a problem, so I was thinking about moving the board closer to the back of the understairs cupboard - and there is access to the gas supply and electric to think of in terms of once the toilet is installed.
 
Moving the electrical service had AND the meter is possible but could be extremely expensive. Moving the CU won't be cheap either

Not sure that would be allowed due to access and proximity of water problems. I certainly wouldn't work in there.
 
You might be able to save some space by consolidating the two consumer units.
under stairs4.jpeg - could you put a cupboard door on that left wall? Then build a partition wall across, so this becomes a meter cupboard accessed though a door from the left. The partition wall is then somewhere else to mount a bunch more CUs if you want ;)
How many gas appliances have you got? It appears to branch off four ways!

Gas Boiler and as Gas fire, we had a gas fire in the back room but that was cut off and I presume at one point in time there might have been a gas cook as well (now its electric).
