Downstairs radiators cold, upstairs ones warm

I am not sure if this is relevant, but during the summer we had a water meter fitted by a local water company. The guy that initially came to do it wasn't sure where to put it and to cut a long story short, we eventually had it installed outside.

Anyway, we have just recently needed the central heating on and have found that the downstairs radiators are cold and the infeed pipes are only lukewarm or aired. The upstairs radiators are; one being cold, another lukewarm and two others warmer but not hot after 1 hour with an outside temperature of about 5C.
I have bled all radiators a couple of days ago to see if that helped, but it didn't unless I need to bleed them for longer.
I hope that it is only that and nothing major which is causing the problem.
The boiler is a Ariston combi boiler about 5 years old.

when you bled them, dod you do it till all the air had escaped? ie till water came out of the bleed valve?
sounds like an air lock to me, have you pled your water pump by undoing the screw in the middle?

Yes I did bleed the rads until water came out of everyone, this came out almost immediately I opened the valve.

Ok, just an update on the situation here after the boiler has been on more or less all day.
Upstairs rads:
2 small ones without control valves are quite warm but not hot
2 others in bedrooms with control valves, the infeed pipe is aired/warm and rad is cold. The other rad and infeed pipes are both cold

Downstairs rads:
3 rads with control valves; both infeed pipes and rads are cold
1 rad without control valve; both infeed pipe and rad is warm.

We do have plenty of hot water.

Sounds defo pump problem

The boiler is an Ariston Genus 27, so where and how do I get at the pump?

if its a ariston system then unlikely to be a pump prob cos if it were no rads would heat up.
