Drain blockage advice please?

Hello all,

My downstairs neighbour said theres a bad smell coming from their kitchen and bathroom drains. Also when they flush the toilet the bath drain seems to bubble up a tiny bit.
Please see picture. Do we share the same soil pipe? Its a 4 in a block.
Also what could be the cause? Could it be drain in the street at front of our house has become blocked? Neighbours at next block had same issue and turned out to be tree storks in the pipes but that was 1 year ago and that was the drains to other block. Could it be something has been flushed down toilet but how would you know which flat it was from? Could it be from one of the other 2 flats on other side of the block?
How is it fixed? Who would fix it? A local plumbing company. The neighbour has contacted the local water company. Whats the cost to fix it? Could it get worse or if theres a blockage could it dissolve and sort itself out?

Looks like Ground and first floor use the same stack, the drain is blocked so if you're first floor, be careful of what you're discharging as it may re appear in the downstairs bathroom.... Cause could be anything, from someone flushing wipes, to a fat build up. Difficult to tell usually who is responsible with a shared drain. It will need unblocking with rods or High Pressure water jetting, blockages sometimes clear themselves, but you could also be waiting a very long time for that to happen, advise you get someone in to sort it out.

It's a shared sewer so should be the Water Company's responsibility. I'd ring them first.
 
Thank you, if its a clogged sewer line would we on the upper flat have to move out? Or could issue be solved without anyone having to move out?

Only time I have ever known anyone to move out was after their property had been flooded with sewage, and so the clean up team could go in and disinfect as required. You'll be pretty safe on the upper floor... ;)

The Professionals should have it flowing again in no time.
