Drain grid too high

My land scape gardener installed a new drain grid about a flag higher than the previous one was.

Would that be a problem if he creates a small fall for water to drive to the garden and raise the flags a bit.

I attach photos of before and after.

I got no idea why he used a black pipe.
He showed me the grid was broken so it had to be changed.
He added an Aco drain on the side of the garden as the soil is like clay underneath the grass so it wouldn’t drain the water properly so he removed the grass and we flag it with Indian stone.


What do I do now, is there a shallower connection
