Drain pipe

Hi

I have a first floor flat. I’ve got a CW pipe that runs from the bath feed, out the wall, and down 12ft to garden level, where it’s connected to a garden tap. I fitted a shut off valve and a drain valve inside the flat.

My plan was to shut off the tap every winter to stop it freezing. However when I open the garden tap and the drain point no water runs out the tap ie it doesn’t drain. To do exactly that, I have to disconnect an elbow fitting just outside my flat. Water then drains out the tap.

From the point where the drain valve is fitted, the pipe runs vertical for about six inches before horizontal to outside then straight drop to garden tap.

Loosening the elbow is a pain.

Any thoughts on why the tap doesn’t drain when the drain valve is open? Should I fit a second drain valve at the top of the vertical drop to the garden?

Water is held by a vacuum. Opening the drain cock inside the flat would allow air in ,and with tap open it would drain out ,unless the drain cock isn't opening.
