Drain under conservatory floor

Hi there,

I've lifted the flooring in my conservatory (which was on the house when I bought it) to find out why I sometimes get pools of water, and discovered that there's a square metal cap thing by the outlet pipe from the kitchen sink, washer, etc. This cap is covered by a bluish white deposit, which I assume is washing powder or fats from food, etc, and I assume these are coming up around the sides of the cap. My question is, how can I ensure that this cap is sealed so that no more water and deposits come through? Also, will it be safe to replace the flooring over the top, when I have resolved the problem?
