draughty windows

I have an old flat with crittal windows, some of which don't close properly.
The gaps range from 4mm - 20mm. After a particularly cold winter my gas bill was astronomical. Can anyone suggest a temporary fix until planning permission is granted to sort them out properly?

you could use silicone sealant round the windows,but before you do coat the window itself 1st with some vaseline and then put the silicone into the gaps,that way you will fill the large air gaps without totally sealing your windows shut
