drayton thermostatic valve fitting direction

we've had 2 new radiators fitted with thermostatic valves and in both cases, the plumber has put the valve on the return side rather than on the flow side. Am I right in thinking this is wrong and that it should refit the valve on the flow side as all our other radiators are done ?

They may be bi directional so it wouldn't matter.
You will hear them chattering if they was on the wrong end :D
 
They hiss less when fitted on the return, as long as the arrow faces direction of flow or they are bi sexual, you know, go both ways
 
Thanks for the answers. They go both ways. The problem is that one of the radiators is a towel rail and the valve, being on the return, only shuts when the radiator is full. By that time the thing is too hot to touch.

T/valves are to control room temperature, not the temperature of the water going into the radiator.
