Driveway on sloping ground

Hi all

I have just had several quotes from some builders/landscapers to have a driveway installed, although its not as simple as that.
the side of our house slopes down (so we have to walk down steps) and there is a patch of land to the side of the steps.
the first part (from the pavement) slopes down quite steeply. then there are some retaining rocks and a second part (leading to the back garden) which has a less steep angle.
clear as mud so far??

we want the first part to be raised up and concreted to make a small driveway (all the neighbours have done this) and the lower part dropped down to be concreted for a shed.

We cant have it all raised up as the lower part butts up to a neighbours house.

The quotes vary in cost quite a bit. from £6000 to £3800 (cash)

They both say a retaining wall will need to be built but one said metal rods through the blocks the other said he'd pour cement to reinforce the wall, is this a viable idea or a bodge?

The shed level will not have a huge weight on it so what sort of sub level should it have? And how thick should the concrete be?

The driveway level I presume would first be part filled with the lower level earth then some hardcore sub base would be installed, what thickness should this and the concrete be?

Sorry for the long post and multiple questions but you guys seem to be the best at answering questions.
