Driveway surface

I have a concrete drive which has been patched several times and looks tatty. Money is tight (retired) so resin is probably out. Some years ago the local council resurfaced the foot paths along our road with a black stuff which was brushed on; It gave a good finish and lasted a long time with foot traffic and postie, milkman etc driving on it. Does anyone know what it is?
