Drop in water level in toilet bowl

The level in the bowl has dropped quite sharply to the point where it is only just covering the outlet of the waste pipe. Is this a problem? And if so, how do I adjust the system to raise the level again? There is no sign of a leak.

You don't. There is some absorbent debris stuck over the high part of the waterway which is draining the trap down into the exhaust. I daresay it will clear soon as further material goes over.
