Dropped hinges?

My daughter has just bought a flat in Edinburgh & the windows wont shut properly. The window turns in by hinges on one side top & bottom & also tilts from the base with the top part opening. The hinge appears to be a sort of pin sitting inside a sleeve. I took the plastic plug off the sleeve and it appears that you can put an allen key down the sleeve and engage some form of screw? The handle won't fully return to the vertical position, so consequently the window won't fully shut meaning the wind whistles through the seal. Can anyone please help? Regards Terry
