dry lining a stone cellar floor

hi

i have a wet flag stone cellar floor so wet that i can't put thing down there with out it rotting after a mouth or two. the walls are dry to touch.

i need sum ideas and knowledge on products to use, i was thinking of using sum liquid latex.
