Dual Grill element only heating on outside

Hi, I have a Cata oven, EOS60SS I've not had it from new, so not sure how it should work properly, only the outer half of the dual element looks like it's heating and my tenant says it's not getting very hot.
I've replaced the element and the same things still happening

I looked at the instructions online and it just says turn the temperature to full, tenant (apparently) tried that too.

I also saw something elsewhere about some ovens not glowing, possibly infra red or something ?
I'm not sure if this could be the case, it was a cheap one from b and q originally so not a fancy one, but the tenant is moaning that it doesn't heat up properly.

Any advice would be appreciated.

The top element is combined with the grill, with the oven on only the outer part will heat, the inner part is for the grill.
There is also a lower element which may have failed, options on that type of oven are usually both elements or lower element only. If it doesn't heat at all on the lower element setting, then that element needs replacement.

If both elements are working, it is just the fact that non-fan ovens are of the type where it is necessary to preheat the oven for 10-20 minutes before starting to cook anything, and even then it will still take longer to cook than a fan version.
