Dumb question about masonry drills

Hi.

(Please bear in mind this is a DIY ignoramus typing this.)

I'm trying to put back shelves that a previous owner put up. They've finally come down I'm guessing because he didn't use wall plugs.

I drilled a new hole but didn't get far before no progress. This will be the brickwork. No? The shelves are in the kitchen if that helps.

Do I go out and buy a masonry drill? Is is that simple?

How do I screw in screws to fit in the hole in the bricks. Do screws mesh in with brick as they do with wood? Why would they? You use a screwdriver or attach something to the masonry drill or what?

I've found a lot from some googling but could someone explain how masonry screws mesh with brick? Wood yes I get that but why isn't brickwork too hard for a screw to mesh into?
 
When you put the screw into the wall plug, it expands in the hole.
