The simple answer is no. There isn't a way to get the screen image from a TV to your DVD recorder.
The answer is to record directly in Windows (if you're using a PC). Once you have the video file, you can then decide how you want to process it for distribution. If there's anything that includes fine detail and text, you should probably avoid ordinary burned DVDs as the final part of the chain. They'll lose too much resolution in the conversion to standard definition.
Here's a screen grab of some options for screen recording. Google is your friend here to find more. Quite a few of these are free or free for personal use, so you could try a couple to see which has a look and feel that works for you.
Depending on the file format and what it is you're recording, it might be useful to edit clips and then stich them together to make a final video. I've found ShotCut pretty useful for this. It's another free programme with extensive help videos and tutorials on YouTube to get you up and running.
Your DVD recorder is best off as a TV broadcast recording device.
For anything that has started as a source image from a computer, I would tend to stick to the computer for capture, editing, and then final output which could be a burned DVD disc, or a file onto a USB stick, or sending the file as an attachment to an email or a WhatsApp message.
