i was wondering if i could build the outer skin upto dpc first then lay the concrete floor then continue with the outer skin and build the inner skin ontop of the concrete floor, is this allowewd or do i need to build up both skins from foundation level?

There are quite a few builders who do it this way, although I would always build up both skins from the foundations. There is a possible damp problem from taking the inner skin straight off the floor.
It is a cheap and cheerful way of building a dwarf wall and considering connies are not regulated then fill ya boots.
I personally refuse to build this way and is why i have never agreed to build connie bases for plastics companies simply because their budget and specification will not cover it.
Plastics companies expect a budget job and boy, do they get it!
