E7 water element not working

Got 2 elements - top works fine but bottom not at all. This is what i've done:
1. checked fuses
2. swapped thermostats
3. swapped elements
Could it be the main tamper proof fuse outside for E7, if so is that electic companys responsibility?

The bottom element normally only comes on when the E7 off peak tarfif is energised during the night.

Depending on the way yours has been installed, it can be fed from it's own dedicated timeswitch, or if you also have storage radiators, a consumer unit just for off peak supplies.

There isn't normally a separate fuse for E7 and the standard rate, the same fuse (cutout) feeds both.

You need to identify where the E7 supply comes from. But you could start with looking at the meter to see if it switches over from normal tarriff to off peak during the night as it should.
 
is it fed from an E7 timeclock not from the dno's telesitch? is it wired through a fcu on a water heating circuit? more information needed.
