Earthbonding on disconnected stopcock

I found under the kitchen sink base unit an old disconnected brass stopcock that someone left there still attached to an old earth bonding cable. The cable is sleeved and green and much thinner than the yellow-green earth cable that is now connected to the main water pipe.
As I want to throw out that old stopcock, I am wondering what to do with that old earth cable? Can I just cut it off, terminate in a (new) junction box, clip to the water pipe next to the new earth bond (or is that a really bad idea in case one of them is faulty?), or do I need to trace its origin?

Sounds like the new pipe was correctly bonded, and the old one is not doing anything any more. So disconnect and throw out the old stop cock, and just leave the wire or remove the whole length if you like. Probably the plumber didn't have a screwdriver in his hand at the time and wanted to go home for dinner anyway.
 
Thanks, it certainly was a "out of sight, out of mind" job someone did. So I will just cut the cable where it comes up between the floorboards.
