So if the capping was touching,say a metal backbox and a fault developed causing the capping to become live it would not be a problem?

Well for a start the metal back-box should be earthed so if a fault developed the supply would be cut anyway.
Capping is generally used to protect cables from crazy plasterers. Since plaster isn't conductive (when its dry at least) there isn't a problem with it becoming live as it isn't accessible to touch.
Are you confusing capping with conduit? Are you running the cables in the safe zones or do the cables need mechanical protection?
