Earthing utility room sink & pipes

Quick question I hope. We're redoing a utility room and on removing the old sink found the earth cable that was attached to the copper pipes and sink at one end wasn't connected to anything else at the other end, just stuffed behind the cupboard unit! My question is do we need to earth it as the pipes are already earthed at the kitchen sink?

If we do need to earth it what to we connect the earth too?

The quick answer:
If the pipe is where the cold water enters your property, there should be a wire from there to the earth terminal in your consumer unit/fusebox.
If the pipes do NOT enter from outside, then nothing is required. You don't need anything connecting to the sink or the hot pipe either.
