Have bought apartment with E7 storage heaters - Creda TSR79364s, 79344s & 79354s. E7 time is 1am to 8am winter (N Ireland). My understanding that these rads would heat up during this time and then release heat during day/evening as preset on output control. Having returned to apartment after 1 week absence I turned rads on about 2pm on a Saturday expecting no heat until the following evening. By 6pm that evening the heaters were outputting normal heat.

We are unable to access the electric meter to check readings as it is locked away with all the others in a separate room in the apartment block.

How do these heaters work?

They work in the way you describe - they heat up during the E7 time which is overnight for 7 hours (hence the E7 name), and should be sized so that they store enough heat to be released during the following day.

If they are heating up at other times, then either:
- the E7 switching is done with a timeclock which is incorrectly set
- the E7 switching is done with a radio switch and it's been set up wrongly or is broken.
- you do not have an E7 supply, but some other type such as E10 where there are additional heating periods at other times
- some buffoon wired them in to the wrong supply

Either way, you will need to access the metering equipment to see what type of system you have got.

As the meter is yours, You should be provided with adequate access at all times.
