This is slightly weird, but its true

I have a relative who is mentally handicapped, and he lived in a council house with his dad until his dad died recently, as he wouldn't be able to cope on his own, we got mancap involved, and as the house is grotty, they are going to refurbish it for him, anyway, they wanted his stuff going through and junk thrown away etc, it was only when the upstairs was seen, there is a bedroom full of every magazine he has bought since 1980  , at least the reason the kichen ceiling (directly below) bowing is explained  , a quick estimate puts the weight of all these magazines (there were a lot, 104 binbags, and only half cleared), at about 4 tonne, it was also noticed that the back wall is cracking and starting to separate from the house  .

Obviously we are going to have to get the council involved sooner or latter, going to ask menicap if we need to hide the cause of it from them, my question is, that although I know you can't see it, and its hard to give advice, but how bad is it? will it have to be torn down and rebuilt? or something less drastic? and do you think its safe for people to be in there to clear stuff?

Its just not funny

Best to be honest, also I think you will need a structual engineer to check it out if it's safe to work in there.

I can't answer your building question but on another matter, are you actually disposing of these magazines? If yes, is your relative aware of this, it could be that these magazines hold some kind of reassurance for him / her. Sorry if this seems to be prying but I have a cousin (my age) who is mentally handicapped and I know how much he values his collections of things.
