Just got a letter from the council asking for an update on folks living here.

I think the eldest lad has to come off as he has now finished his Uni studies and is living away for two years, although he will come home now and then.

Not sure about the youngest, who has gone to NZ on a min. 10 month working holiday.

I've looked at the GOV website and can't make it out. Can anyone help me out please?

Its his address in the uk and he is still uk resident as only on holiday albeit 10 months, so you can include him and he is eligible to vote.

yes it permanent residence easier to decide as registered address 'where he says he lives and where his mail and official documents go
just be aware single person 25|% percent council tax reduction wont apply iff your claiming it and he now has left education but still lives with you
in other words if you are a single adult living at the address now and can claim 25% reduction then including his name will make you not eligible for the discount
 
Even if he was now living abroad permanently, he would still be eligible to vote (possible only in GEs) for 13 years, and his vote would be counted in the last constituency in which he lived.
He would, of course, have to register for postal vote under those circumstances.

In addition, students can register at their home, permanent address and at their student digs, but they can only vote in one of those places. They can choose where they vote.

Eldest has strictly finished studies and gone on to 2 years employment in a grad scheme, so I think he should register at his flat.
 
as an aside about 5 years ago when my son left home as a single occupant i claimed the 25% discount
the council said there was another name connected to the address --it was no more than as an executor off my fathers estate who died 5 years earlier so any documentation was in his name at my address so to "the executor off big big all" as big all at 22 acacia avenue Tony Hancock city surrey
so how they found this information was quite shocking as there was no reason for what would seem like historic check that would be self-explanatory as "the executor off " showing the connection was fully to a dead person with zero connection council tax wise so was in fact an unessisery intrusion
 
IIRC, under the Data Protection Act 5 years is the limit for retention of out-dated personal information by the council.

the only possible way would be correspondence connected to my dads flat probably about the council tax exemption on empty properties and the "care off" on the letter

i suppose the point i am making is they are correctly doing checks but dont seem to have the ability to fillter the obvious self answering question out ---orr they have far more powers than people think that off course should only be used when criminal acts are suspected and a false declaration to deceive IS a criminal act when you are talking to the council
 
also if you take the youngest off this may affect his registration with doctors practise best leave him on
