Electric Oven not cooking evenly

Bit of a vague question I realise, but not easy to explain.

Got an electrolux electric oven (EOU6330X) , probably 13 years old. It all works. Heats up to temperature.
I can see the fan at the back is running.

But its just not cooking stuff evenly. Stuff needs longer than the instructions say. Did a load of chips last night, ones on top shelf were fine, bottom shelf was all soggy. Sometimes stuff comes out both burned and undercooked.

If I couldn't see it was running, my first guess would be the fan wasn't running. This are hot enough when they come out too, so dont think its a thermostat issue.

Are there any other known issues that could cause this? Or is it just time to throw it out and get a new one?

Bit of a long shot given the lack of detail, but thought I'd ask anyway.

Does it have 2 elements?
One could be faulty so its not providing enough heat?
 
Door seal catch issue .....check it with a strip of newspaper all round ....It should grip the paper.

Poor seal = loss of heat.
