Electric oven supply?

I want to install an electric oven in my rental flat. I have been told that if it is fan assisted, I can run it off a 13amp plug with no change to the wiring, but if it is not fan assist it must be 30amps.
Is this correct or have I interpreted the requirements incorrectly??

If its 3kw or under you can stick a BS1363 plug on it (if its not already got one), if its not, you can't

Sod all to do with having a fan or not (although perhaps fan assisted ovens are more inclined to be of a lower rating than their counterparts that are not endowed with such a fan?)

But go off ratings, not features!
 
I have a fan-assisted double oven that most definately does NOT have a plug on the end of it!
 
I normaly stick to the rule if it's under 3 kw fit a plug and plug it in. as mentioned above.

I've identified a Matsui gas hob & elec oven.
Oven rated at 2950-3200W. I'm assuning this will be fine on my main circuit as will only pull full power on heat up?
Any reason why I shouldn't go with this.
