Electric radiator not heating up properly?

I had a leak with this radiator and the element burnt out as it was left on without the liquid in it. I’ve replaced the element and filled it with 90/10 water/inhibitor solution. It turns on now however none of the heat gets to any of the panels, just the cylinder in which the element is in. Please see photos. Thanks! Any help greatly appreciated.
