Electric Towel Rail in Utility room

I am considering fitting an electric towel rail in Utility room would it be possible to run a cable from a socket nearby to a switched spur and to a rail or does it have to be on a separate RCD circuit from CU?

You are perhaps thinking of the rules for bathrooms.

But a room without a fixed bath or shower is not a bathroom.
 
It's a part of a ring in the new built extension, just realised that I need a towel rail there after all electrics has been done and walls plastered.
The other option would be just to plug radiator into the socket, isn;t it?
